Most public transit systems throughout the country, even in cities that approved funding increases during the last election, are facing substantial budget shortfalls.

Proposition M – the half cent sales tax increase that would have gone to fund St. Louis metro – failed at the polls on Nov. 4, 52 percent to 48 percent. Metro will now have to decide if it will follow-through on its threat to cut transit services, including the Call-A-Ride buses.

Blueprint America correspondent Rick Karr travels to St. Louis to visit the people who're likely to suffer the most if transit officials cut service to save the city money.
