The United Nations Security Council this week expressed alarm at the “rapid deterioration” of the humanitarian situation in Syria. It urged the Assad regime and rebel groups to allow immediate access to aid. The council agreed on a non-binding statement which calls for cross-border aid deliveries and pauses in fighting so aid can get in. UN officials estimate that 5 million Syrians have been internally displaced by the conflict.
