The United Nations has issued another emergency humanitarian appeal for Syria. The group demanded that relief workers be allowed inside besieged areas where an estimated 700,000 civilians, about half of them children, are still living without sufficient access to food and medical help. The new warning said that harsh winter weather is causing more suffering.
