The region is comprised of 26 countries. Below are the three measurable goals of the Education for All initiative and the countries that have met them:

Universal Primary Education: Belgium, Canada, Denmark, France, Greece, Ireland, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, United Kingdom, and the United States.

Adult Literacy: Cyprus, Greece, Italy, and Spain.

Gender Parity: Austria, Belgium, Canada, Cyprus, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Luxembourg, Netherlands, Norway, Spain, Sweden, Switzerland, United Kingdom, and the United States.
